Democracy only exists when individuals obey laws of which - with all the institutional mediation of a complex society - they are the authors. The transition from technocratic simplicity to techno-populist complexity poses specific problems related to both government and legitimacy in the European Union. This Executive Training Seminar offered a unique opportunity for participants to create a “toolkit” to measure EU democracy and assess possible paths of improvement. During the seminar, speakers and participants shared their professional skills and experiences, and worked in practical training sessions on how to concretely make the EU more democratic. Moreover, the participants took part in a practical laboratory on misinformation: they were guided by an expert through different case studies, trained on how to recognise fake news and on how to assess their potential impact on democracy.
